Homeownership Do YOU want to OWN a HOME? Westmoreland County Housing Authority (WCHA) has developed a homeownership program. This program will only be offered to Family Self-Sufficiency (FSS) participants. Instead of WCHA paying a percentage of your rent, they could pay a percentage of your mortgage. If you have been employed full-time for at least one year, you are a good candidate for the homeownership program. If you are interested in this program but are not employed or have not been employed full-time for one year, you should discuss your homeownership goal with your FSS Case Manager. If you are not part of the FSS program, you can contact the FSS Coordinator to enroll in the program. The FSS Coordinator, Cheryl Messner, can be contacted at (724) 832-7259, ext. 3048.
