WCHA requesting public input to proposed policy changes

Notice is hereby given that the Westmoreland County Housing Authority (WCHA) is amending its Admissions and Continued Occupancy Policy (ACOP) and other applicable documents in accordance with the final rule issued by the Department of Housing and Urban Development’s (HUD) implementing the Over-Income Limit requirements of Section 103 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA) which was published in the Federal Register on February 14, 2023.  This change affects residents of the WCHA’s Low-Income Public Housing Program and provides for a new policy on families who are considered to be “over-Income” (over 120% of Area Median Income).  Under this policy, families who are over-income will now be required to pay an “Alternative Rent” as defined by HUD and the WCHA.

A public hearing to discuss the amendment to the ACOP is scheduled for May 16, 2023, at 1:00 p.m. at the WCHA offices located at 167 South Greengate Road, Greensburg, PA  15601.  A copy of the amendment is available by clicking the site below.

Public comments on this change in policy will be accepted in writing and addressed to WCHA Public Comment, 167 South Greengate Road, Greensburg, PA  15601. Comments must be received no later than 3:30 p.m. June 12, 2023.
