WCHA touts successful 2025

On January 16, 2026, at Westmoreland County Housing Authority’s annual reorganization meeting, CEO / Executive Director Michael L. Washowich recapped the highlights of the 2025 calendar year.

“WCHA had yet another very successful year in 2025. The year was highlighted by a variety of achievements, including the award of a Low-Income Housing Tax Credit (LIHTC) allocation for the Pennsylvania Housing Finance Agency (PHFA) for the development of Willow Brook Commons in Rostraver Township,” he stated.

Other highlights included:

  1. The approval of two solar arrays – one a 10-acre parcel of land located near WCHA’s largest community, Hempfield Towers. The other on the roof of WCHA’s warehouse off South Greengate Road in Greensburg.
  2. The groundbreaking of Church View Senior Residences (a 20-unit senior development) located in Mt. Pleasant Township. The development is currently under construction with completion anticipated this fall.

He explained that 2025 marked a significant achievement for WCHA, as it was the first time   in its history that the Authority received an award from the Federal Home Loan Bank (FHLB) in the amount of $1.25 million for Church View.

Washowich continued by recognizing WCHA’s award-winning social services programs – Hope in Life, Family Self Sufficiency (FSS) and Rental Services.

In closing, Washowich thanked the county Commissioners for continuing to believe in the Authority and for partnering with it on various initiatives.

In addition, WCHA was recognized by PAHRA (Pennsylvania Association of Housing and Redevelopment Agencies) at its annual conference as the Authority was presented with the Best Practice Award for the development of Grandview Senior Residences that opened in 2024 in Irwin, PA.

Finally, Washowich thanked the WCHA Board of Commissioners for their unwavering support!

Washowich concluded with pointing out that WCHA leveraged non-federal funding totaling $27,782,132 million in 2025.

“What a tremendous accomplishment for the agency,” he said.
