WCHA welcomes new HCV / Section 8 director

Westmoreland County Housing Authority (WCHA) is pleased to announce the hiring of Kevin Bartko as the new Director of Operations of the Housing Choice Voucher program.

Mr. Bartko is replacing long-time program director David Kushner, who passed away earlier this year.

Prior to joining WCHA, Mr. Bartko was the Associate Director of Housing Management Operations for the Allegheny County Housing Authority, specializing in Low-Income Housing Tax Credit and conventional public housing.  

Mr. Bartko comes to WCHA with 23 years’ experience in the Section 8 Housing Choice Voucher Program as the former Associate Director of the Section 8 Program for the Housing Authority of the City of Pittsburgh, overseeing a program of over 6,000 units. In addition, Mr. Bartko has owned two successful public housing consulting firms providing innovative housing solutions and compliance monitoring for more than 18 years.
