WCHA new project receives PHFA award

The Westmoreland County Housing Authority (WCHA) is pleased to announce that more quality housing is on the horizon for seniors in Westmoreland County.

The Pennsylvania Housing Finance Agency (PHFA) announced today (Oct. 9th, 2025) an award of a (LIHTC) tax credit allocation for the development of Willowbrook Commons in Rostraver Township, Pa.

WCHA’S Willowbrook Commons is a 50-unit (62+) senior development located in Rostraver Township, Westmoreland County.

Rostraver Township is growing with an estimated population of approximately 15,300 residents of which 27.5% are over the age of 62.  The Willowbrook Commons development will provide greatly needed affordable housing for the county’s growing population of senior citizens.

In 2024, Westmoreland County Housing Authority (WCHA) opened Grand View Senior Residences, a 50-unit senior development in Irwin, PA. The building has maintained a 100% occupancy rate with a waiting list of more than 200 people.

The demand and the intertest to live in these beautiful new senior developments is real. I hear from senior citizens regularly and the ability to live in quality affordable senior housing is at the top of their list, said WCHA CEO / Executive Director Michael L. Washowich.

The LIHTC development expertise of WCHA will ensure a quality development.  Seniors will additionally benefit from an Authority-managed program of supportive services offered at no additional cost to the residents. We remain committed and invested in our social mission!  Willowbrook will receive WCHA’s full complement of services as provided by WCHA’s dedicated staff.

WCHA Board Chairman Robert T. Regola III stated, “This is a tremendous day for WCHA and the seniors who will one day reside in Willowbrook Commons. I want to thank WCHA’s development team and all community partners. I especially want to thank PHFA for issuing this award.”

“Obviously, this is a great day for WCHA and for the 50 senior residents who will one day call Willowbrook Commons THEIR home. We are extremely thrilled to be awarded this tax credit allocation for this new senior development,” Washowich stated

The Pa Housing Finance Agency (PHFA), WCHA’s entire development team, Westmoreland County Commissioners Sean Kertes, Doug Chew and Ted Kopas, State Senator Kim Ward, state Rep. Eric Davanzo, Rostraver Twp officials and the Belle Vernon Area School District,” said Washowich.  “It has always been a vision of ours to further develop and expand quality affordable senior housing for county residents aged 62 years of age and older.”

“We are thrilled and excited to continue to be able to do just that with this award. Willow Brook Commons will serve as the home for county seniors for years to come.”
